Postal Infrastructure
The United States Postal Service connects every corner of America. It is also one of the most financially challenged — and most misunderstood — institutions in the federal government. America Breathes 2028, the Whistle Stop Tour, and the Stable Address Initiative believe the solution is technology modernization, not elimination of services or closing of rural post offices.
USPS delivers to over 170 million addresses every day — the largest civilian delivery network on Earth.
More Post Office locations than all Starbucks, McDonald's, and Walmart stores combined. USPS is already everywhere America needs it.
USPS employs over 516,000 career workers — making it one of the largest civilian employers in the United States.
USPS carries approximately $31 billion in total debt, including $15 billion in Treasury debt — much of it the result of a 2006 congressional mandate requiring pre-funding of retiree health benefits 75 years in advance. The 2022 Postal Reform Act reduced this burden.
USPS consistently ranks as the most trusted federal agency among the American public — above all other government institutions.
Nearly half of all USPS PO Boxes nationwide sit vacant — per USPS OIG data. America Breathes 2028 proposes leasing these to VA and HUD at bulk rates to house veterans and generate new USPS revenue simultaneously.
On April 9 through 10, 2026, USPS announced it is temporarily suspending employer contributions to the Federal Employees Retirement System (FERS) — freeing approximately $2.5 billion in cash — after warning it risked running out of money as early as February 2027.
For 7.5 million rural Americans, USPS is the only delivery service that reaches them — UPS and FedEx do not serve all rural routes.
GAO & Independent Analysis — The Structural Challenge
The Government Accountability Office (GAO), USPS leadership, and independent analysts agree: USPS's long-term business model remains structurally unsustainable without further reforms.
Package revenue continues to grow and offset some mail volume decline — but overall revenue growth is not keeping pace with expenses.
Without additional legislative or regulatory changes — more pricing flexibility, delivery adjustments, or new revenue streams — USPS will likely require future taxpayer support or service cuts.
The 2022 Postal Service Reform Act provided major relief by eliminating approximately $57 billion in prepaid retiree health liabilities and requiring Medicare integration for new retirees.
Despite this progress, USPS is actively looking for new revenue sources and partnerships — making the Stable Address's PO Box proposal directly aligned with USPS's current strategic priorities.

20 Years Delivering Mail and Working as a Postmaster
No study captures what David Blaesing witnessed over two decades as a mail carrier delivering mail and as a Postmaster running postal operations across America.
During his 20 years with the USPS, Postmaster David Blaesing spent multiple hours per day in the recent years completing reporting requirements for executive management — reports that duplicated data already available in real-time Power BI dashboards accessible to those same executives.
