The Problem

Without a Stable Address, Everything Falls Apart

Veterans, unsheltered Americans, and displaced families face a cruel cycle — they cannot access benefits, medical care, legal documents, or employment without a mailing address. And they cannot get an address without stability. The Stable Address Initiative breaks that cycle. So, when I talk about Americans who are one address away from getting back on their feet — I'm not guessing. I've been the man living in that car. And I climbed back. Twenty years a Postmaster. A business owner. I know it can be done — because I did it.

What the Stable Address Initiative Does

A public-benefit research and demonstration project improving practical mail access for homeless veterans, unsheltered Americans, displaced families, seniors, and people rebuilding stability.

  • Map how General Delivery, shelters, libraries, VSOs, nonprofits, and Post Offices help or fail to connect people with mail
  • Create plain-language public guides for receiving critical mail without a permanent address
  • Develop community referral pathways and mail-access partnership recommendations
  • Produce media documentation, short films, public findings, and policy memos
  • Build a scalable model for replication in all 50 states

The Practical Solution

The PO Box Initiative — A Win-Win for Veterans and USPS

Here's what I've seen. A Postal Service that's misunderstood, underfunded, and written off for dead. Rural towns are losing the one place that still ties them to the rest of America. And veterans — men and women who served — the unsheltered Americans who can't get a job, can't get their benefits, can't get back on their feet, for one heartbreaking reason: they don't have an address. The solution is hiding in plain sight — in post offices across America. This isn't a new program requiring new infrastructure. It uses what already exists.

The Proposal

Partner with USPS to lease thousands of currently vacant PO Boxes at a discounted bulk government rate — having the VA and HUD lease them at a fair bulk rate to give every veteran and struggling American a permanent, dignified mailing address, while creating new revenue for a Postal Service that desperately needs it.

USPS reports approximately 49% of PO Boxes nationwide sit vacant — infrastructure the American people have already paid for, sitting empty while veterans and unsheltered Americans are locked out of benefits, employment, and housing because they have no mailing address.

Immediate new revenue from existing vacant infrastructure. USPS suspended retirement contributions in April 2026 to preserve cash — this proposal generates new cash flow without cutting service or adding costs.
